The rules come from Civil Defence, and they have teeth
The Qatar Civil Defence Department operates under Law No. 9 of 1993 and has full authority over fire safety across the country. Its requirements lean heavily on international NFPA codes, which it imports into the local system. Fire system designs must be approved by QCDD before installation, only approved components may be used, and certified engineers must sign off the work. None of this is optional, and the department enforces it.
The part that catches building owners out is the ongoing obligation. Approval at installation is not the end. Buildings must renew their Civil Defence fire safety certification annually, and that renewal depends on the systems being maintained and tested by an approved company.
An approved AMC is not optional
QCDD requires fire safety systems to be maintained under an annual maintenance contract with an approved company. That covers scheduled inspection, testing, and maintenance of the whole life-safety setup: alarms and detection, sprinklers and other suppression, emergency lighting, extinguishers, and the rest of the chain that has to work the one time it’s ever needed.
The word ‘approved’ matters. Using an unapproved contractor doesn’t just risk poor work, it risks a maintenance record that QCDD won’t accept at certification time. The cheapest provider is worthless if their paperwork doesn’t stand up when the inspector arrives.
Why testing the system is the whole point
A fire system is the rare piece of equipment that has to perform perfectly on its very first and only real use, possibly years after it was installed. That is a fundamentally different reliability problem from a system you use daily and notice when it fails. You don’t get feedback that a smoke detector has quietly died or a sprinkler valve has seized until the day it matters, and by then it’s too late.
Regular inspection and testing is the only way to know the system will work. That’s why the regime is built around scheduled ITM rather than trusting that equipment installed correctly stays correct. Buildings change, components age, and someone always ends up blocking an exit or painting over a sprinkler head. Testing catches all of it before it becomes a tragedy and a liability.
